Civil Defence: The Good and the Bad

Things that Councils do well:

  • Emergency response planning

  • Communications networks with other Councils and government

  • Coordination with welfare organisations and rescue teams, etc.

  • Earthquake- and building codes

  • Bylaws that improve emergency preparedness

  • Promoting disaster preparedness

Things that Councils need help with:

  • Identifying hazards at a community level

  • Giving communities support to prepare themselves while staying autonomous

  • Actually preparing people - Councils are not set up to do this

  • Communicating effectively at a community level about disaster preparedness - the evidence is clear that traditional marketing just doesn't work

  • Measuring how prepared a community is - it's unlikely that the level of true preparedness is as great as some of the inflated figures that Councils provide... figures that are gained by dubious research methods

  • Developing volunteer networks that focus on community needs, rather than Council needs

Local bodies in this country have an enormous responsibility, one that needs to be shared amongst residents.  Council staff must recognise that communities can play a major role in preparedness. Communities must accept the responsibility to do so.
